Sunny Miller, a 67-year-old American national, was arrested in May 2022 by Bureau of Immigration (BI) operatives in Barangay Punta, San Remigio, Cebu, Philippines. His arrest stemmed from numerous complaints by local residents who accused him of being a “rowdy” and “undesirable alien”.

Key allegations included:

  • Disturbing the peace and threatening the safety of community members.
  • Harassment and intimidation of neighbors.
  • Illegal business activities without the proper permits or visa.
  • Overstaying his visa, making him subject to deportation.
  • Occupying coastal land, which allegedly deprived local fisherfolk of access to their livelihood.
  • Being declared persona non grata by barangay officials for behavior deemed contrary to morals and public policy.

Miller was detained at the BI facility in Cebu while undergoing deportation proceedings. His case highlights the Philippine government’s enforcement of immigration laws, especially in response to community-level grievances.
