What does it take to get Civil Servants with cushy and protected jobs to get off their ass and do the job that they are paid for.
We have an example here of one such department, formally requesting that the writer actually do the job that the civil servant is paid to do. 
We ask, How blatant is that?

Not to be deterred, the writer pressed on and put the issue back on to this civil servant.

It will be interesting to see the reply, If there is one.
We just ask, If these people can not, or will not do the job that they are employed to do.
Why are they not dismissed?
